Skaarl wears the boots in this relationship? [GAMEPLAY]

I was just playing Kled on live and noticed that when dismounted and not moving towards enemies I wasn't benefiting from the bonus movespeed of my merc treads, is this intentional? None of Kled's tooltips specify that he doesn't benefit from movement speed when dismounted, but I may just be blind. I haven't tried to reproduce the bug or checked with other boot items.
