Can't report a bug

After playing a blind pick round, I returned to the home screen to find that the thumbnails for the new Jinx and Janna skins were not being properly displayed on my home screen (the link to purchase worked, the photo was just blank). An attempt to report this issue was met with the "Report Bugs" button not taking me anywhere. Further checking found that the "Submit your feedback!" and the link to the .12 changelog resulted in nothing happening.

Note: The "Get Help and Discuss" buttons worked fine
