I had the same problem just now (Both in a normals and a custom game), so I'd assume it's an issue with the server.
The same thing is happening to me and my friend Xittic. I really hope I don't get reported and lose LP for this.
Disable LolReplay if you have it. Worked for me and a bunch of other people.
