[GAMEPLAY] (URF) Zyra's (W) Rampant Growth first use has regular cooldown not reduced URF cooldown

In URF, Zyra's (W) Rampant Growth has its first use on regular cooldown instead of reduced cooldown. After first use (W) Rampant growth cannot be used for 15 seconds. URF cooldown is 2.8.

-Played three games as Zyra, and happened all three games -(W) was the third leveled skill all games -First game leveled Q-E-W and E-Q-W for the others, same result -(W) was used with only one charge each time -Each time (W) went on cooldown for 15 seconds. -After 15 seconds, each subsequent charge took 2.8 seconds

In URF when leveling Zyra's (W), the cooldown should always be 2.8 seconds. However it seems to have non URF cooldown until second use. Have not tested in a custom.
