[Gameplay] Malzahar's Utlimate Doesn't Suppress a Simultaneously Ulting Galio

Bug information:

Game Type: ARAM Affected Champions: Galio and Malzahar
Issue: Malzahars ultimate (in theory) should prevent Galio from being able to activate his ultimate. However, in three instances in one game I noticed that it did not.

Steps to reproduce:

  1. Galio approaches Malzahar using Mark or Flash (I suppose simply walking may also work)
  2. Malzahar uses his ultimate on Galio while Galio simultaneously uses his ultimate
  3. Malzahar's ultimate goes on cool down despite not actually suppressing Galio

Suggested fix: Fix the interaction so the suppress works or don't make Malzahar's ultimate go on cool down.

If I remember right, Malzahar's ultimate has a slight cast time before it actually channels, if Galio initaites his ult while Malzahar is 'casting' his, it will prevent him from starting the channel.

If the bendy straw of doom from Nether Grasp (Malzahar's ult) does not connect with the target, the suppression is not applied. Or Galio's ult could be one of like 80 abilities that complete animation even while suppressed like all of Rivens abilities, and ez/lux/vi ults to name a few.
