PBE in EUW

I was trying to get a PBE accounts a few months back, didnt get signed up. So i tried just now and it keeps saying ''Something went wrong here.. ziggs blew up."

I'm on EUW if that helps. i also see that famous EUW youtubers have a PBE account, and i just cant seem to find a way to get past that point, if someone could help, thanks.
