Remake Bug [Gameplay]

As far as I can tell through my experience with remakes since they were released, their are two cases in which a remake happens:

1. a person never connects to the game, or disconnects and does not reconnect before 3 minutes
2. a person connects, but does not move or buy items for the first 3 minutes Several times I have been in a game in which the following happens: a person fails to load in during the load in time, then after the game starts the "a summoner has reconnected" message plays, followed immediately by "a summoner has disconnected," and the player does not connect again for the at least the next 3 minutes, usually never connecting at all. Normally this should prompt a remake, as 1. the person is disconnected before the 3 minute park and does not return, and 2. they never move or buy items. However, under these conditions, the remake vote is never prompted. Tldr; If a player fails to load in, briefly reconnects and disconnects during the first 3 minutes but never actually loads in, no remake is offered.
