I checked on khazix and master yi, when you purchase mobi boots you get 105 on khazix movement speed instead 115, and +104 instead +115 on mater yi, really big bug. you can re create it on practice tool so I dont put screen shot. plz fix

Movement speed caps When the raw movement speed is greater than 415, there are two soft caps applied:
The raw speed between 415 and 490 gets multiplied by 80%. The raw speed over 490 gets multiplied by 50%.

Every champion with an MS steroid is affected by this in the same way. It's a game mechanic.
No only that, but any champion purchasing Mobis, will be subject to the softcap. I'm trying to think of a situation where Mobis could actually give the full MS. The issue is, that once a champion is slowed, then he is in combat, and the Mobis won't work anyway. Champion would need to have base MS of 300...
This should be a lesson to you, that MS is a broken stat in LoL; hence, the tiered softcaps.
