[Game Play] 5.13 version game keep Freeze/Lag spike, cannot observe games either

While playing the game, it would freeze for a few seconds as if it's lagging. This starts to happen since a couple days ago, I think it has something to do with 5.13. But it is not lag because my ping would not go up, and my internet is fine. Many other players said same thing happened to them.

Also I can no longer observe games, because everything in game freezes...and starts again, and freezes again...

I use mac.
