[GAMEPLAY] AP Passive on Archangel's Staff Not Recognizing Stacks From Tear

EDIT: The bug appears to have resolved itself? I just did it again to record for proof, and I actually can't replicate it now.

Archangel's Staff appears to have a bug right now where any mana you've acquired from stacking Tear of the Goddess DOESN'T get applied to the 3% mana -> AP conversion of the staff's passive, Insight.

In my case, I found it by playing Singed in ARAM, and subsequently tested it by playing Singed in a Howling Abyss Custom game by myself.

1. Play Howling Abyss, either custom or matchmaking.
2. Pick Singed.
3. For ease of arbitration, do not choose any runes or masteries that increase your AP.
4. Buy Tear of the Goddess as your first item, and utilize abilities while working on Step 5 to also increase the mana given by Tear of the Goddess. NOTE: Do NOT fully stack Tear before buying Archangel's Staff.
5. When you have enough gold, suicide and buy Archangel's Staff.
6. Note the AP differences between having and not having Archangel's Staff. Should ONLY ever be a difference of 80 AP. (Use that Undo button repeatedly for maximum effect)
7. Now use your abilities again, and notice how as the mana increases on Archangel's, your AP will NOW start to rise from the Insight Passive.
