Game installation stops completely, re-downloads every file when I restart the launcher

I decided to get back into LoL after a five months break and had to download the game. At some point, the update download reached a certain percentage (about 77%, I think) and the download speed went down to 0 kb per second. Guessing it had probably crashed, I restarted the launcher... and the update download started everything over. Downloaded every single file, again, as if it had never spent an entire hour doing just that.

It seems to be a common issue : several tutorials for various fixes for this specific issue can be found and they all involve downloading the whole game again before trying anything, which means I'll have to wait 1+ hour and use up more of my 60 GB of monthly bandwidth to just try one of the numerous solutions.

I just fail to understand

  1. Why the entire download resets when the launcher is closed then reopened, as if the files were never downloaded even though they've taken almost an hour to download

  2. How this hasn't been patched or fixed yet, since it's an issue with the launcher that allows users to install the game, which is the most basic function a launcher should efficiently allow

  3. Why there isn't another, more efficient way (AKA direct download) to install the game for these cases in which the launcher just crashes on you
