The unfair afk leave buster

I was trying to get into the game without any intentions of afk, but my internet just got disconnected for no reason temporalily. Then, the client just automatically put me onto the afk leave buster, even though I kept trying to reconnect to the game. I am getting this kind of issue frequently in the past and I am pretty sure this penalty should be implied over people intentionally leaving the game, whereas I were only a victim of the internet disconnection. I think there should be a better policy about this.
