Ryze seems to be broken

Just played a game in the Top lane as Ryze and his Q seemed to do no damage. After AP Rod of Ages and Arcangel's Staff items and all mana glyphs with magic pen marks it still seemed to be very weak. While attempting to finish killing the dragon to secure it for our team when activating Q it didn't increase damage output. Please take a look as i could be wrong, but with the items runes and masteries Q should have done around 600 damage but it didn't look like it did anything.
