Cannot connect to game client or league website on pc--internet is fine

So, league isn't allowing me to open the client or the webpage on my pc. I can access every other game i own and any other webpage. Status page for the server says they're online, and i can access the webpage from my phone (since i am posting this) but not my pc. What's going on? Tried restarting and everything.

Tried running the repair tool to uninstall and reinstall but its failing to get the installer and ending the process.
