Sion Q bug [GAMEPLAY]

I've encountered a bug where sion's Q get's locked in a permanent cooldown when being hit with neutral minion CS (Such as dragon knockback or baron knockup) The Ability goes through it's 2 second cooldown but will not let me cast it again untill i've left the game reloaded in.

To recreate bug: 1: Attack an epic monster (Dragon or baron) 2: When it is about to use CS start charging your Q 3: Get canceled out by being relocated.

I have found the same issue many times and it is not just monsters. Happened to me after being stunned by Sona ult and it was not just the q that was disabled but my ult as well.
