Infinite leaverbuster?

I left 2 games because of WIFI crashes (that doesnt matter anymore), but I have had 20x the 20min leaverbuster and after that I was done and wanted to ask if this is normal. Please help me I want to play league and not wait 20min for the rest of my life.
