I'm just in the game, with the time passing, cant move, cant talk, cant do anything Tryed reconnecting 7 times, the bug passes for 1 min then returns... Tryed restart computer, still the same bug No text showing: trying to reconnect to server or anything, just time passing
Don't know what it is, and i'm probably bieng reported for this

Can confirm this as well. Often when my IP changes mid game and my connection is kicked, I'll do a full client restart only to find that I can't move in game.
Sometimes I'm able to wait long enough for it to allow me to move, however the time that it takes scales linearly with the amount of elapsed game time. This ranges from 10 seconds (just before minions spawn) to 5 minutes causing the client to kick you for being AFK (30+ Game minutes).
I also notice that League is hosing my bandwidth when this happens. Typically League uses about 12-18kb/s. During these periods of unable to move, It's anywhere from 250kb/s to 1mb/s.
The only remedy I have is logging out completely again. Changing my IP. Wait. Relog. However this usually takes over a minute so it's tons of wasted time.
