Masteries Arent Working at all, showing up, or saving

in that screenshot I'm the soraka at the bottom and for some reason I don't have any masteries when I have 20 mastery pages that I use. I had one selected and it just didn't show up or work at all. Its happened my last 3 games and I tried logging out and restarting my client but the same thing is happening. please help
