Teemo can proc thunderlord's with a single autoattack

It looks like Teemo's autoattack, e on-hit, and e dot all count separately for purposes of Thunderlord's Decree, the upshot of which being that he can auto attack once, walk away, and get the thunderlord's proc. I would assume that this isn't working as intended.
