(CHAMPION SELECT) Client gets stuck, and i get booted for queue dodge

(Windows 10, LOL V7.14, solo queue, ranked)

In champions select, when it's the turn of the player right before me to confirm champ selection (opposing team), the following happens:

1. the timer goes to zero
2. 30 to 40 second go by and nothing happens, screen keeps stating that player is picking
3. I get booted and get a penalty for queue dodging

This happened roughly every 4 games in the last week. Is is happening to anyone else? I don't get the option to lock in, I just get booted and penalized.
