Persistent server bug

As of 2 patches ago my game (and others) have noticeably been unable to connect to games once they have started beyond champion select. There have been an absurd amount of remakes and late connects that I alone have witnessed. And no I don't believe it is client side error, I believe it is server side. Some of my friends my gigabyte up and down connections struggle to connect to games. On top of it being an undeniable nuisance, I recently got punished for being unable to connect (video example attached).
