Voice chat not working and overall bugs

Hello,

It's been going on for this like since the release of urf somewhere there that patch, my voice chat suddenly stopped working. It says " Sorry, Voice chat currently not available " and when I press the join button it loads and stops no response. I tried opening ports like the post that Riot made recently no change. I've been getting first win of the day continiously popping up when I get to accept a game or when someone leaves a game it keeps popping up like " Gratz 400 xp won of the day, 50 blue essence! ". Any1 knows what I should do? I disabled the firewall and turned on no difference idk what to do
