[Clien] Unable to gift a friend even if we are friends

Attempted to gift my friend the only annie skin he doesnt have upon clicking the purchase button it states not friends

  1. Click Store
  2. Click Gifting center
  3. Pick friend
  4. Choose specific skin
  5. Click Purchase
  6. Purchase fails
