I've attached a pic of the error.

I've tried all known fixes to this issue and it does not help. It only happens when launching the actual game portion. The launcher works fine.

I had to "repair" my windows recently and wiped my windows which wiped all installed files, but left all regular files. After reinstalling League of Legends and trying to play, i came upon this error message every time i tried to play.

What I've tried: 1.) Repairing League through the client 2.) Complete reinstall of League of Legends 3.) Uninstalling and reinstalling Direct X. Multiple different versions. 4.) Downloading the .dll itself and inserting it into the sys32 folder and the sysWOW64 folders with no results. 5.) Running the Hextech repair tool on desktop. Full uninstall and reinstall.

I would like to avoid completely wiping my harddrive if it all possible, but at this time I don't see another way. Is there anything I haven't tried that anyone can suggest?

Have you tried installing this version of DX9?

This is the one I always use and I've never had any issues.

Never do that. Remove the file from your system immediately and then run a malware scan. After that is done, try what ShirarezaruEiyuu suggested or this one.
