Targons brace cooldown timer bug

First I thought this was intentionally done but lately its been working sometimes and not working other times, so Im guessing it was a mistake.

Since one or two patches the cooldown timer for the targons brace passive (sharing minions) no longer works. The passive works fine and the amount of stacks you have does show too, but the cooldown timer is invisible if you have 1 or more stacks ready... and when you have 0 stacks it is visible but does not run, its permanently stuck at 12 o clock untill you gain a stack. Its making it difficult to prep for sharing siege minions and stuff.

To be absolutelu clear, the little icon showing 1, 2 or 3 stacks is visible... the little clock on top of it showing when you gain a stack is not. Anyone having the same problem??
