Elixir of Iron's passive is not working

The passive of this item , Path of Iron, is not working as it is supposed to do.

It don't give that 15% mov speed to allies when you're in front of them.

I noticed this bug in patch 9.5, and I do a post in my regional forum, but apparently nobody cares.
