[Gameplay] [URF MODE] Ashe Ult Cooldown

I've ran into a bug twice where, upon using Ashe's ult on revival, the cooldown for the ult becomes over a min (regular cooldown without the 80% CD reduction). Mind you, this is in Ultra Rapid Fire mode.

Potential Steps:

1. Be Ashe and have ult ready.
2. Die
3. Spam R right as the death countdown reach 1 sec.
4. Once ult is used instantly on revival, the 80% CD doesn't seem to be applied.
