Ekko timewinder bugged

Played Ekko in a normal draft pick game and noticed very quickly that his Q timewinder would intermittently not do any damage on its return back to Ekko. This happened on most of the large monsters and some of the small ones and champions. While it did not appear to do any damage it did appear to add a resonance stack on champions.
