Bugged Force of Nature

Put a force of nature on my Shen at lvl 7 and was only able to put 7 units out. Sold the shen and was only able to put 6 units out at lvl 7 until force of nature was on another unit. Should have 7 units plus 1 more unit making 8 units on board with force of nature but instead lost a unit.
