I ctrl alt del to “reconnect” during ban/select...wtf

Soooo... I discovered when I get dc’d during ban or champ select I can press ctr alt del and i will reconnect sometimes. IF I CAN actually load into the game my ping is in the 1000s and same thing- I can reconnect by pressing ctr alt del and pulling up task manager but cannot play due to ping. Nothing has changed in my settings since this started three days ago. Prior to this i was having ping issues and had to reinstall 4 times to magically get it to work at all. Any help is appreciated. Just wanna be able to play.
