Anivia's Q is acting pretty wierd.

When playing as Bird of Prey Anivia (I don't think this bug is skin related) her Q ,Flash Frost, doesn't seem to fire 100% of the time. Sometimes her Q goes on cool down when trying to use it even though her ability is not cast. It also seems that the ability guide( don't know the official name for it, but the little blue guide that shows where an ability's path will follow or where it will be cast) has an extra circle that is completely random and useless.
