Why is the only mode on the PBE 'Blind pick' for me?

So I'm on the PBE for the first time and the only mode on there is Blind pick and I can't choose draft. I queued up multiple times and got put into lobbies then people left over and over. When someone dodged it glitched me out and wouldn't let me do anything all I could do was exit the lobby I'm not in, and now I have the only option to choose as 'Blind Pick'. This may not be a bug but I'm just trying to figure out what happened because one moment I can queue up for draft and now I can't.

I just wanna try out Senna and the new map

They change the mode around a lot on there as it is a smaller server. So, unlike the live servers they don't leave each mode up and running all the time.
