D3DX9_39.DLL MISSING

So earlier today I was going to play a casual game of ARAM just to get my muscle memory in the right place. After champion select a window appeared with the message "The program can't start because d3dx9_39.dll is missing from your computer. Try reinstalling the program to fix the problem".

Now, I've probably spent 1 hour and 30 minutes trying to fix this. And before everyone starts saying "download the .dll" well, I already have. I have installed both the 32bit version and added it to System32 and the 64bit version and added it to SysWOW64. None working. I have the newest updates of Nvidia Experience, DirectX (which I also installed manually from Microsoft). Re-installed the game, tried repairing it, restarted my pc and obviously League multiple times. No success yet. I also tried to add the .dll into the League folder because someone said it worked for them, which of course it didnt for me.

Please help.
