[Gameplay] Rumble in URF spamming abilities during his overheat period.

In an URF game I encountered a Rumble on the enemy team spamming his abilities during his Overheat period. Now I'm not sure if that was intended or not due to it being URF, but it was kind of annoying. It felt to me as though it was a bug since in Normal games he cannot use any ability during this period.
