Is PBE good matchmaking a myth or does it just not exist?

Almost everytime I play the PBE no matter what role i specify it doesn't give me my role. I just want to try something in jungle not be a feeding support because i don't play that role ever. I really hope RITO sees this and fixes it cause I'm about to the point of just not playing pbe again.
