Changing Platform and Masteries error

Changing region is unavialable, in Account tab from shop I can only change my summoner name, all the other options such as change region are not displayed, I did check and my friend has the same issue. Any info about this? I'd really like to change my region, kind regards also I have masteries page unexpected platform error.
