My game freezes in champ select

This is annoying me a hole lot now, this has been happening over YEARS now, on my old computer and now on my new. The problem is that when i'm going to pick a champion in ranked or draft pick, it says ''Summoner 1 picking 0 seconds left'' and i'm fucked at that point, i cant do anything and when i restart the game, it says i dodged. It's hard to explain whats happening but yeah. This issue has been annoying SOOO much and now i'm reporting it. If anybody knows why/how this is happening please for the love of god, HELP ME.
