[GAMEPLAY] Targeting Reticle Stuck To Cursor

Regularly when using a point and click ability or active item, even after use the targeting cursor and range indicator will remain and prevent further ability casts until the mouse is left clicked. This seems to be more prominent with quick cast on and may have something to do with the recent changes to quick casting.

For Example: Zed uses BotRK, the active goes on cooldown and performs it's damage and slow. The cursor remains as a target and range indicator while Zed is unable to perform and further abilities.

To Reproduce:

Enter a game with a champion with a point and click ability (Fizz, Ryze, etc.) or purchase a point and click active item such as BotRK. Set all item slots and spells to quick cast with range indicator. Use point and click ability on enemy champ.

Expected Result:

Champion casts the point and click and then can immediately cast additional spells/active items.

Actual Result:

Champion casts the point and click ability but is unable to continue casting until Left-Clicking.
