Skill Activation bug

After a skill comes off cooldown, I cannot use it for another 2 seconds.

Repeatability: I've tried it on Yasuo, Lee Sin, and Riven, 100% of the time.

It doesn't hold true for repeated abilities, such as lee sin and riven 2nd q's. I.E. Cooldown happens, I can't use abilities for 2 seconds, then I can use all 3 broken wings at the same time.

Further testing has shown that I can use my skills by clicking on the skill icon on the screenat normal speed after they come off cooldown.

Game repair didn't work. However, a fresh install of the game fixed it.
