Jarvan passive bug

Today I encountered a bug with Jarvan's passive, my passive would not proc on any target though it would occasionally use the animation but would not deal the additional damage. I played a game of J4 beforehand using the Warring Kingdom's skin and it was fine, but when I switched to Commando it didn't work for the entirety of the game. I tried recreating the bug in a custom game to confirm if it was the skin but it didn't work so I'm not too sure if it's a one time glitch or not.
