Swain w damage output not matching up (bug?)

I was playing swain and I maxed out his 'w' ability and even though it said that it would do 600 damage it didn't even do more than 300 on minions with no magic resist. So something is wrong here and maybe the ap ratio is not being taken into account?

I noticed this as well my first time playing Swain . It seems to do normal damage vs champions, but roughly half vs minions. It's possible that was intended, but riot should at least update tooltip to reflect that
