My cursor is freezing

I "upgraded" my computer to Windows 10, and it basically wrecked everything about it. For League the problem is that whenever I use an ability or item my cursor won't move for about 1-2 seconds... Has this happened to anyone else? Is there a solution? Or am I just screwed?
