Unable to use abiities, wards, or skills after patch 5.3

While using a mage I was delighted to find (utter sarcasm intended) that I wasn't able to use anything unless I clicked 20 times. Now you can say that was a lag issue, but that was not the case. I was able to move smoothly, and all animations were fine. However, besides auto-attacking I basically had to just prey an ability would activate
