Tier issues?

So i was silver 5 and climbed to silver 4 BEFORE the addition of iron rank by a day or two. My friend, who was just put into silver 5 recently AFTER the addition of iron tier was put into silver 4 and in his promos. Don't get me wrong, I'm hyped for him but how is that right?
