Error with load in screen and actual game play

Need help fixing a flickering screen every time i get into loading screen the screen flickers all over the screen. I have run trouble shoot used the hex tech tool and even looked at previous reports where people said you needed to shut of game bar and still have no luck. Any suggestions really wanna get league up and running correctly.
