[CLIENT] Runes page doesn't display

When entering champion select if the client happens to lag during the same frame you open the rune page editor the rune pages won't load. Following this, if you try to edit or look at any rune page the rune page tab will only open the top and right frame outlines, including the 'x' used to close the pane. You can still select rune pages at the bottom tab but you cannot look at or edit them. Has happened twice to me in the past month about.

1. Join champion select
2. Open rune page
3. Lag client on same frame as rune page opens
4. Occasionally, you now cannot edit or look at rune pages
