jarvan update need and bugfix

Jarvan's w is super weak everyone max it last so at lvl 10 u have a 80+40/enemy shield hurray ... so weak. Secondly if someone flash when jarvan at midair (ult) it will not do any dmg... jesus it is a target ability not a skillshot.
