Quinn movement speed problems

For the love of everything riot fix quinn. her movement speed is ridiculous. She has the same issue pretty much that got skarner disabled and fixed yet its just in her bird form. Just without homeguard activated she has stupid amounts of movement speed. The games I have had her against me, the game cant even keep up and she teleports from spot to spot.
