Zilean E cd bugged

I recently noticed that after respawning, if you spam your E it actually goes on a longer cd than it's supposed to. I also remember seeing this bug with Lulu with her W. Sorry for bad quality on video, but after casting E, the cd is over 13 seconds, when it should be 9.75.
