Abilities Not Working in Game

Bug: When you get in game, hotkeys for abilities not on the number pad do not work.

This happens seemingly at random, happening more often if you alt-tab out of the loading screen, and makes the game unplayable. The only solution is to set your entire keybind to numbers on the number pad (extremely uncomfortable), or reload the game.

I had to reload the client earlier because of this issue and got a LeaverBuster message. This was because I loaded the game and got another downright stupid thing (Scanning Files 33%). This bug is gamebreaking.
